Research And Assessment Of Petrochina Karamay Petrochemical Co.Ltd On Emergency Response Capability

In this paper,the problem of emergency response process is studied by analyzing the typical cause and the emergency response process of the major accidents home and abroad.And the present situation of the assessment of emergency preparedness capability is also analyzed,as well as expounds the related concepts of emergency and emergency preparedness evaluation.In order to improve the emergency management level and consolidate the emergency preparedness ability,this paper has determined the research content of the subject,including the establishment of the emergency preparedness evaluation system,the calculation of the index weight coefficient,the use of the system to find the weakness of the emergency preparedness and corresponding solutions.Based on the production and operation situation and emergency risk system of Karamay Petrochemical Company,the evaluation index system of emergency preparedness capability is established according to the relevant requirements of the relevant laws,regulations and standards combining with the actual characteristics and emergency management process and process of emergency management system.And then the analytic hierarchy process(AHP)is used to determine the weight coefficient of each index in the system and give the key management direction of the tips in the daily emergency preparedness management.This paper includes 6 first-level indicators,17 second-level indicators and 49 evaluation contents.Emergency preparedness capability evaluation system has obvious advantages,which can be more systematic and comprehensive to assess the work of petrochemical company emergency preparedness,and conducive to guide and improve the quality of the company's emergency management level.In this paper,through the use of emergency preparedness assessment system,the shortcomings are found in the petrochemical company emergency preparedness emergency preparedness,which locate in the contingency plans exercise,emergency equipment and equipment support,emergency skills training,press release.In view of the above shortcomings,the introduction of "scenario construction" exercise mode,the establishment of emergency equipment and equipment standards and principles and organizational assessment,the development of emergency training content and plans to determine the press release and release procedures and implementation of measures are proposed,which has made considerable progress in petrochemical company emergency preparedness,consolidate the petrochemical company emergency preparedness and provide a favorable guarantee for the safety of enterprises.
