Analysis On Causes Of Leakage Of Coal Mine Accident And Its Countermeasures

The supervision and administration of coal mine production safety is an important part of the work of the government. The effectiveness of coal mine production safety has a direct bearing on people’s lives and property safety,the image of the Party and the government in the eyes of the people and in the international community, as well as the stability of the Party’s ruling status. Nowadays, with China’s rapid economic development, the Party and the government pay more and more attention to the coal mine production safety.Though great attention has been given to the coal mine production safety,the coal mine accidents still happen, many of which are serious one. In the meanwhile, the under-reporting of coal mine accidents has become a problem.In order to further explain and curb the coal mine accidents under-reporting phenomenon, to seek the possible solutions, through analyzing multiple actual cases,this paper puts forward the hypothesis why hiding the omission that possible form after the accident. To establish the hypothesis model for the cause of the omission after coal mine accident. The assumption of model are proved by using the method of analyzing the actual case on the 50 national accidents, with the help of structural equation model technology. The research shows that economic interests, personal achievements, media exposure is the most significant impact on accident insurances for omission. Expose of the masses, safety inspection, policies and regulations to conceal the influence of the omission of accident are more significant and also important ways.Finally based on the prospect theory establish analysis model for concealing omission cause of coal mine, and through the model analyzing the relationship of mutual influence between various causes, At the same time,countermeasures and suggestions are given for understating the omission phenomenon after coal mine accidents from three aspects,such as the policies and regulations on the punishment mechanism, environmental purification of supervision and coal mining industry culture.
