The ChangXing Island industrial zone is an important strategic fulcrum of Liaoning coastal economic belt and the leading region, standing up to the strategic opportunities of the development of Liaoning coastal economic belt and historic task, the industrial area put forward an idea that focusing on developing shipbuilding industry, petrochemical industry, equipment manufacturing industry, port logistics and other leading industries, built a large industrial concentration area and a combination of Dalian Northeast Asia Important International Shipping Center gradually.The construction of the XiZhong Island petrochemical industry is the key of the ChangXing Island development and construction. The petrochemical storage terminals as the maritime core of transportation and storage of main materials, which to provide convenient conditions for maritime transport and promoting the rapid development of the marine economy. with port pollution accident risk, however, if the oil spill accidents or the chemicals leakage accident is happen, it will be bound to cause environmental pollution, causing hazards of the sea water quality, animal husbandry, fisheries, coastal tourism scenic spots and human health.In this paper, check the loading and unloading of the XiZhong island petrochemical pier and the storage and transportation process via a thorough investigation into the ChangXing island geography and ecological environment, making an analysis of oil spill accidents, chemical spill, and the dangers of fire explosion accident with the characteristics of physical and chemical properties of oil chemical and the Marine environment of the ChangXing island water. The risk assessment of the pollution accidents of chemicals and oil storage and transportation and Marine environment pollution. Through the establishment of Marine oil drift and chemical diffusion model for numerical simulation of contaminant distribution in the calculation. Results show that the pollution accident pollutants will enter the nature reserve of the Leopard seal. At the same time, the XiZhong Island and other coastal tourist area will suffer from the serious influence. Finally, based on numerical simulation of the accident consequences of the XiZhong Island petrochemical wharf put forward a emergency countermeasures and feasible preventive advice to prevent and reduce the risk of pollution Improving the level of emergency response and disposal is of great practical significance for the ChangXing island Marine environment protection and economic sustainable development.
