Research On The Realization Mechanism Of The Modernization Of Environmental Governance In China

Industrial civilization of the twentieth century changes the world of production and lifestyle, but it brings a devastating disaster for the ecosystem of every country, China is no exception. China gradually realizes the importance of environmental governance and begins to explore new development model to ease the pressure on environmental governance and takes the construction of ecological civilization as a basic national policy. Environmental governance modernization as the important part of national governance system and governance capability plays a vital role in ecological civilization construction.This thesis is divided into five parts. The first part describes the research status of domestic and foreign scholars on environmental governance modernization, analyzing the scholars’ theories and ideas under different environment in environmental governance modernization aspects, on this basis putting forward the research purpose of this thesis. The second part separately analyzes the meaning of "governance", "environmental governance" and "environmental governance modernization", explaining the meaning of modern environmental governance from three aspects of environmental governance capability modernization, system modernization and modernization dynamic process; From the history of China’s ecological civilization construction, it elaborates the necessity and the importance of promoting environmental governance modernization. The third part summarizes our country’s achievement in environmental governance, summing up the national environmental governance problems and analysing the reasons causing these problems. The fourth part analyzes the environmental governance experience of Germany, Britain and other countries, and then elaborating the enlightenment of these experience for our country. The fifth part raises the policy suggestion to promote the modernization of China’s environmental governance, including setting up the concept of green environmental governance, improving the environmental governance system, establishing environmental governance multiple subjects and developing environmental science and technology.Only when our country pays high attention to environmental governance and puts great efforts into promoting the modernization process of China’s environmental governance does our country accelerate the construction of ecological civilization, establish and maintains ecological society, promote the social development to step up the benign path of sustained economic growth, ecological continuous improvement, more harmonious society.
