Since 2000, the scale of six major energy consuming industries is expanding, the year-on-year growth rate is at the forefront. Chemical industry is an industry which has the resources, capital and technology intensive characteristics, it has a high correlation degree, can promote the development of related industries, play an important role in the development of our national economy. But at the same time, the chemical industry also belong to the high energy consumption and high pollution industry, along with the weakening of China’s low labor cost advantage, decreasing of marginal returns to capital and the shortage of energy, the traditional extensive growth mode has intensified the contradiction between environment and economic development. So how to realize the coordinated development of economic growth and ecological environment,which has become an important problem to be solved urgently at present.As an important content of social regulation,environmental regulationcan can regulate enterprises’environmental pollution behaviour, promote the coordinated development of environment and economy. Dating back to the 1990s, China has implemented a series of environmental regulation policy. Whether the policies affect chemical industry,and how is influence degree? Based on transformation of economic,the paper firstly review the chemical industry environmental regulation policy, through the three major kinds of pollutants emissions on the longitudinal comparison, evaluate the implementation effect of chemical industry environmental regulation policy. Then based on data in provinces of the chemical industry, measure the comprehensive efficiency and total factor productivity, and decomposes the total factor productivity index, analysis the efficiency of cross regional inter annual differences. Finally, using the panel Tobit model, analyzes the relationship between environmental regulation and production efficiency. The empirical results show that the different way of regulation will do different impact. Command control environmental regulation mode has significant positive impact, the impact of environmental regulation of market is nonlinear, a U-shaped relationship. Based on the above conclusion, suggestions were put forward to develop the environmental regulation policy of chemical industry.
