Agricultural resources and environment is the typical "developed later problems".To protect the ecological environment is to protect productivity, to improve ecological environment is to develop productivity.Especially in the agricultural pollution has a tendency to cross, three dimensional and the complication now,Coordinate the relationship between the processing economy development and antifouling anti-pollution, is to promote the efficiency of agricultural production, optimization of the growth model, is more a matter of the improvement of living environment, enhance the well-being of the people’s livelihood. Under this background, the selection of environmental regulation for region agricultural production efficiency in our country, the perspective of regulatory change on regional agricultural technology efficiency, total factor productivity and the influence of the agricultural economic growth mode is necessary.Paper in the introduction first introduces the research background, purpose and significance, combing and reviewed the research progress both at home and abroad; And on the basis of the theory of sustainable development and the agricultural economy theory as the foundation, under the premise of the definition of environmental regulation related concept introduced considering different setted situations of technical efficiency measurement, ML index calculation and decomposition method; Pollutants into the input and output set, then measure the environmental regulation, from2003to2010in weak environmental regulation and strong environmental regulation seven area and calculate the corresponding environmental efficiency index and productivity loss, clear the influence of environmental regulation of regional agricultural output efficiency; Finally are calculated and compared the different environmental regulation under the level of regional ML index and its decomposition, explore the environmental regulation changes of regional total factor productivity and agricultural economic growth mode change, give useful advice to targeted for different area construction and improving the environmental regulation system, deal with the relationship between economic development and environmental improvemt.
