Research On Management Problems Of Classified Living Garbage In Zhangjiagang City

With the rapid development of China’s economy, the pace of urbanization is accelerating the construction of the residents living consumption level has improved steadily and increasing commodity number, type, and amount of waste generated in life is also increasing, resulting in such serious problems as “garbage siege”, it has become the troubled city development, and destroyed the ecological environment, such social and environmental problems have negative influence on residents ’life. At present, the domestic waste production and processing at home and abroad has become the one of the important problems faced by urban development. As rapid economic development in the areas of southern Jiangsu,zhangjiagang is not exceptional also, effective management of the living garbage classification, to some extent, can not only promote the sustainable development of Zhangjiagang’s economy but also achieve win-win results economically, socially and ecologically. Because zhangjiagang city living garbage classification start later, Therefore, research for zhangjiagang city life garbage disposal management countermeasures for the sustainable development of economy, is an imminent important task, has important theoretical and practical significance.My analysis is based on the method of literature review, comparative induction, the methods of questionnaire investigation, field survey method, from the living garbage collector system, the management policy, fiscal investment, propaganda, etc., of zhangjiagang city living garbage classification status quo and the existing problems and reasons. And drawing lessons from Germany, Japan, Beijing, Shanghai and other domestic and foreign urban living garbage classification based on the experience of advanced economic cooperation, through the combination of theory and practice, analyses the zhangjiagang currently living garbage classification management present situation and problems, and using the theory of public service marketization, the PPP mode, and ngos, NPO participation in the public service mode choice theory and institutionalized management theory, puts forward the countermeasure Suggestions to promote the zhangjiagang city living garbage classification management.Paper through the study found that zhangjiagang living garbage classification policy implementation, facing the garbage classification, participation is not high, the concept of chaos collector disposal system, insufficient government coordination and advancing together, regulatory and incentive problems such as inadequate strength of the weak, fiscal investment.
