Agglomeration is an important organizational form of the development of modern industry.With the rapid development of the market-oriented economy and the deepening of reforms,the pace of industrial agglomeration in China is accelerating.Through the effect of the technology spillover,technological innovations,and the scale economy,industrial agglomeration plays an increasingly important role in promoting technological innovation,enhancing core competitiveness,and rationally allocating resources,and has become an important condition for promoting economic growth.However,with the rapid development of industries in the agglomeration area and the continuous expansion of the scale of agglomeration,the demand for energy is increasing,which will inevitably lead to the excessive use of the local resources and the intensification of environmental pollution.This paper firstly summarizes the literatures of predecessors and constructs its own research framework.Based on the Copeland-Taylor general equilibrium theory model,it establishes an environmental effect decomposition model to derive the mechanism of industrial agglomeration affecting environmental pollution.And then theoretically analyze the path of agglomeration affecting environmental pollution from three aspects: technical effect,scale effect and structural effect,explaining the differences in the impact of industrial agglomeration on environmental pollution at different stages.Secondly,the entropy weight method is used to construct the comprehensive index of environmental pollution based on industrial wastewater discharge,industrial waste gas emissions and industrial solid wast e discharge.The spatial Gini coefficient is used as the manufacturing agglomeration index.And then analyze the level of industrial agglomeration and environmental pollution in China.Thirdly,the panel data of 27 sub-sectors of China's manufacturing industry from 2005 to 2015 are selected.The industrial agglomeration level is used as the threshold variable and the core explanatory variable,and the environmental pollution level is used as the core explained variable.And then the threshold panel model is constructed to analyze the impact of agglomeration on environmental pollution.On this basis,the manufacturing industry is divided into two types: technology-intensive and labor and capital-intensive,and the empirical tests are carried out to analyze the differences in the impact of different factor-intensive industry agglomerations on environmental pollution.The results show that there are indeed differences in the effects of agglomeration on environmental pollution at different stages of industrial agglomeration development.From the perspective of the manufacturing industry as a whole,industrial agglomeration can reduce the environmental pollution,and there are double thresholds.Across these two thresholds,the effect of agglomeration on the environment is gradually increasing.At present,most of China's manufacturing industries have crossed the second threshold,and the agglomeration has a significant reduction effect on environmental pollution.For the technology-intensive industries,there is no threshold effect,and the agglomeration has a significant reduction effect on environmental pollution.For the labor and capital-intensive industries,the impact of agglomeration on environmental pollution is “ The N" type.When it spans the first threshold value,the impact on environmental pollution has been the reduction from the intensification.With the further development of the industrial agglomeration,its impact on environmental pollution has been intensification from a second threshold.Finally,based on the empirical results and the status of China's agglomeration and environmental pollution,we propose corresponding policy recommendations for different industries,such as the rational distribution of industries,rational introduction of foreign investment,accelerated investment in science and technology,and the improvement of environmental regulation system to realize the coordinated development of industrial agglomeration and ecological environment.
