The Impact Of Environmental Regulation On The Coordinated Development Of Environment And Economy

With the development of economy and the improvement of people’s living standards, people’s demand for environmental quality is becoming higher and higher.The contradiction between environmental quality and economic development has become a problem that must be faced in our country. At present, the Chinese government attaches great importance to environmental protection, in the fifth session of the party’s eighteen, Xi jinping put forward the idea of green development, pointed out the goal of the harmonious development of environment and economy, firmly established the concept of “beautiful scenery is the gold and silver mines”. with the development of economy, some major pollution incidents happens in China from time to time. Environmental quality is closely related to people’s living quality and economic growth. Therefore, how to promote the coordinated development of environment and economy and how to use the relevant policies has become the core issue of China’s current economic development. As an important part of public regulation,environmental regulation is an effective way to correct market failures, which can greatly reduce environmental pollution, improve environmental quality, promote economic restructuring, technological progress and industrial structure adjustment. it is helpful for the design of environmental regulation system to study the relationship between environment and economy, which is the most suitable for China’s current situation.This paper is based on the theory of regulation economics, environmental Kuznets curve, sustainable development and Porter hypothesis. The environmental regulation is added to the traditional SCP paradigm to discuss the transmission mechanism of environmental regulation to the coordinated development of environment and economy through market structure and market behavior, and theoretical models are constructed to analyze the environmental regulations are sufficient conditions of EKC curve, that appropriate strength of environmental regulation is an effective means to ensure economic growth and environment quality. At the same time, the extended environmental Kuznets curve and the economic growth model is established, using the relevant econometric software to verify the views of this paper. According to the change of environmental regulation institution in China, the paper analyzes the current environmental regulatory system and the environmental regulation system in the periodof planned economy, transition economy and market economy. From the perspective of institutional framework and regulatory tools, the existing environmental regulation system is analyzed. At the same time, the implementation status of China’s environmental regulation policy and the basic status of China’s environmental quality are analyzed. However, there are some difficulties in the environmental regulations,such as there are defects in the inter provincial and inter city management of environmental pollution, decision subject in environmental regulation system, and the misunderstanding of environmental protection strategy. Finally, This paper designs a more suitable environmental regulation system for China’s current stage of development through the establishment of the game model between enterprises and regulatory agencies.The possible innovation of this paper is to put forward the mechanism of environmental regulation to the coordinated development of environment and economy based on the SCP paradigm theory, which combines the relevant contents of the regulation economics, environmental Kuznets curve and sustainable development. In this paper, The model is used to find out the main factors that affect the formation of EKC curve in our country and the implementation of environmental regulation can promote the transformation and development of economy in a long time. After analyzing the development of environmental regulation system in China, based on the present situation of our country, this paper designed a perfect environmental regulation system,which is adapt to the development of our country.
