Study On Ecological Benefit Of Beijing-Tianjin-Hebei Region Environmental Infrastructure Operation

With the rapid social-economic development, ecological environmental problems have become increasingly prominent. More and more scholars pay attention to the environmental benefits of environmental protection infrastructure in recent years. The National Development and Reform Commission and the Ministry of Environmental Protection issued " A number of opinions about to carry out the national main functional areas of environmental policy". In this paper, we show that Beijing-Tianjin-Hebei region should to strengthen environmental protection, joint prevention and control of environmental pollution, the establishment of environmental entry and exit mechanisms, building area ecological monitoring network. Therefore,Through the benefit evaluation of environmental protection infrastructure operational efficiency, we can understand the construction,operation and management situation and find out the main factors in output efficiency and improve deficiencies. In order to pay the biggest role of the infrastructure, improving operational efficiency of these infrastructures not only can improve the urban ecological environment, but also provide the scientific basis and strong guarantee for the maintenance and management of urban environment.In this paper, using the public goods theory, external theory and sustainable development theory, to evaluate the operational efficiency of these infrastructures in region,.troughs establish scientific index system, using data envelopment analysis(DEA) to study its operational efficiency of these infrastructures and generated to the projection and the results were analyzed. The main research contents are as follows:This paper describes the background and purpose, collects to existing research literature, the previous research ideas and content to sort out and reviewed, to lay the foundation for the research and to build the framework of the paper. Secondly, according to basic theory of public goods theory, clearly defined scope of the study and related concepts in this research, which can lay a good theoretical foundation for further study. Next,selecting assessment method and model, discusses the choice basis and DEA advantage,according benefit evaluation index system and evaluation model selected scientific environment, choose five input indicators on behalf of four types of environmental infrastructure operational level, four comprehensive on behalf of their output indicators.These researches generate for further in-depth analysis and lay a good foundation. This article is evaluating Beijing-Tianjin and Hebei regional urban environmental infrastructure operation. By the evaluation results of DEA analysis, we can noted environmental benefits of urban environmental infrastructure operations present situation in this area, while observing the three provinces input-output and given the evaluation results. Then, given DEA invalid unit adjustment programs, its research input redundancy; insufficient output adjustments for adjust the results of the analysis is given conclusions. Finally, this paper improves urban environmental infrastructure operators in Beijing-Tianjin-Hebei area Eco-efficiency improvement suggestions based on empirical results.
