The coal mine safety supervision failure gets serious attention world wide. In2011, the death toll of domestic production accidents in coal mines descends to less than2000, compared to130491in2001, and the coal mine safety production situation improved obviously. However, the safety production accident in coal mine is still serious for several reasons, such as inadequate safety management and supervision, poor hidden danger treatment and emergency response. The policy network theory not only can be used for analyzing the relations among policy networks formed by main policy bodies of safety supervision in coal mine, but also used for explaining the coal mine safety regulation failure phenomenon stemming from incongruous internal relations, and the subjects’ unbalance and limitation.Balancing relations between main bodies of the coal mine safety supervision policy network, endowing people with more empowerment, and allowing public social organizations and industry trade associations representing the interests of common good and industry to involve more in the policy process, is a effective mean for solving the coal mine safety supervision failures. From the perspective of supervision subject, there are many problems and leaks in the coal mine management mode, such as the relations between central and local, the participation of coal mine supervision industry, coordination between the miner and the coal mine, and the play of social forces and so on. Currently, discussions for coal mine supervision failure just focus on some aspect. Nevertheless, the supervision in coal mine is dynamic instead of static, since different interest groups will participate in every stage of formulating the policy, including policy problem confirmation, topic formation, policy solution selection and policy execution. In a word, the coal mine supervision failure is dynamic game process of interests groups.Hence, in order to solve the problem essentially, it is necessary to break through the main body limitation and adequately express views of interests groups in the process of policy formation and execution, especially create more opportunities for social subject to involve in the policy formulation. And building up a Policy democracy system equipping people with more power is the main means to solve the problems of poor safety supervision in coal mine.
