The Research On Control Of Motor Vehicle Exhaust Pollution In Beijing

Nowadays, the society and economy in China are developing quickly. With the life are improving continuously, the motor vehicles have been the necessary good in people’s life. But with the total number of motor vehicles in our country increases fast, the motor vehicle exhaust pollution is more and more seriously in recent years.As the capital of our country, the number of motor vehicle in Beijing is always top-ranked and remains a higher increasing speed. Motor Vehicle has been an important source of air pollution in Beijing. Because of the fog and haze, many people have the respiratory system disease, which makes their healthy terrible.This article analyses the problem from the view of government administration. Firstly, author introduces the theory in this article like externality theory and cooperative governance theory including their background and root, then combines the theory with problem to find the solution. Secondly, author introduces the present situation and problems of motor vehicle exhaust pollution. There are some views such as motor vehicle inspection and maintenance program, the policy of updating the old motor vehicle to the new, idling and flameout program, flaw motor vehicle recall system, the program of recycling the failed motor vehicle, new energy motor vehicle, oil quality administration, road planning administration. Thirdly, author introduces the experience of foreign country and absorbs their essence. Finally, author draw the conclusion from the view of motor vehicle exhaust standard, new motor vehicle approval procedure, motor vehicle inspection and maintenance program, the policy of updating the old motor vehicle to the new, idling and flameout program, flaw motor vehicle recall system, the program of recycling the failed motor vehicle, control of the motor vehicle number, tax and expense program, pollution rights trading program, new energy motor vehicle, oil quality administration, road planning, public traffic.This article analyses the question on the basis of the new law and policy which will be worthy to the control of motor vehicle exhaust pollution.
