With the rapid development of economy and continuous improvement of people's living standards,motor vehicles have become an indispensable part of public life.According to the Annual Report of China's Environmental Management of Vehicles(2017),China has become the world machine for eight consecutive years The largest motor car production and sales.The rapid growth of motor vehicle ownership reflects the continuous improvement of the living conditions of our residents,but the ensuing environmental problems have become increasingly severe.Research shows that exhaust emissions from motor vehicles are one of the "real culprits" causing environmental pollution.The main pollutants are particulate matter(PM),oxygen carbide,hydrocarbons,nitrogen oxides and chlorofluorocarbons.These pollutants not only have a bad influence on human health,but also pose a threat to the overall human environment.The 19 th report of the Communist Party of China also pointed out the urgency of air pollution control,indicating that the motor vehicle exhaust control has been highly concerned by the party and the government.Based on the theoretical basis of negative externalities and based on the theoretical framework of governance theory,this article summarizes the rationalization suggestions made by experts and scholars in Wuhai city and makes comprehensive suggestions on how to improve Wuhai city's machine tools Motor vehicle exhaust path,for small and medium-sized city motor vehicle exhaust control areas for reference.In the research process,the author first from the vehicle exhaust pollution to the human and the whole society harm obtains the automobile tail gas pollution treatment urgent,hoped through this article research proposed the effective management measure,reduces the vehicle exhaust pollution to the human harm,guarantees the ecological environment the health,At home and abroad,the research results of automobile tail gas treatment are analyzed and summarized,which provides the research basis for this paper.Then,Wuhai existing motor vehicles in different fields of classification statistics,and the Wuhai air quality status quo,and select the appropriate emission factor empirical data,in order to Wuhai the status of motor vehicles as a template to calculate the Wuhai motor vehicle emission standards and air pollution index relationship,Find out the main object of Wuhai automobile exhaust control.According to the statistic results and the exhaust emission present situation,using the Gompertz model,the general law of the Wuhai motor vehicle ownership growth and the forecast of the Wuhai motor vehicle holdings up to the last year of the "Thirteen-Five" plan were calculated and then the 2020 under the current exhaust policy Wuhai the emission list of motor vehicle exhaust pollutant,according to the forecast result,the current governance policy can not reach the effect of tail gas treatment.Then the article analyzes the current tail gas control policy of Wuhai,obtains its insufficiency,and unifies the above forecast result to use the comparative analysis method,proposes the medium and long term economic means,the policy method and the rule of law method solves the Wuhai vehicle tail gas control problem,discusses its validity.
