With the rapid development of domestic and people’s living standard, the growth rate of domestic stainless steel consumption is increasing in a tremendous speed in recent 20/30 years. The insufficient capacity of cold rolling leads to highlight of imbalance between supply and demand. However, southeast area’s stainless steel sheets consumption occupies 31% fo China. Based on the preliminary market research, HJ CORP thinks it will be very competitive to establish a new cold rolling plant in southeast area. Because HJ CORP has no similar experience, so it is urgently need to master manufacturing technique, purchasing equipment type, project needed process, reasonable arrangement of progress plan, completion time and so on important information. And LA project have to be completed in 2 years, or the investment will be canceled.This article will help HJ CORP to provide decision support by researching LA project’s progress plan. Firstly, it studies the cold stainless steel production’s technology, choose continues cold rolled as the manufacturing technique, and confirmed the according by production equipment. According to project’s work progress, it divided into 5 phase as below, foundation and foundation construction engineering; workshop installation; production line equipment installation and test, aids equipment installation; across the linkage debugging. Considering it is a large project, and manger can manage it easier, the article use WBS work decomposition method to divide the whole project into each work unit, formulates work diagram. Each unit’s continues work time is an important component for project process. Then, the article estimated each work unit’s continues time by using quantitative estimate method and reference peer’s experience. Meanwhile, confirmed each work unit’s bonding relationship by study each work unit’s logical relations. And, article formulates schedule by use Gantt and CPM respectively.During the process of formulate schedule plan, the article think CPM is easier for project manager to operate management, also it is more suitable for formulate LA project’s schedule. Consequent, resulted the key point of the whole project, the estimated finish date are 710 days. The article also put forward three suggestions which can guarantee project’s schedule plan be carried out.
