| Since the reform and opening from 1978, China’s economy is witnessing a rapid development. As the frontier part of China, the economy of coastal area occupies an important position in the national economy. In the 30 years of reform and opening periods, the 11 coastal provinces have only 14% land area. But at the same time, they created more than 60% GDP of China. However, with the rapid economic development in coastal regions, the environmental issues of coastal area become more and more prominent. The negative effect caused by environmental pollution is affecting the economic efficiency.Eco-efficiency is one of the indicators of technological economic outputs and the resource and environment inputs. The study of coastal regions’ environmental efficiency helps to understand the coordinated development level of economy and environment. The study also has theoretical reference value and practical significance to utilize marine resources reasonably and reduce environment pollution and promote the sustainable development of the coastal regions economy.Based on the above background, by using "China Statistical Yearbook" and "China Marine Statistical Yearbook" data and data envelopment analysis(Data Envelopment Analysis, DEA), this book establishes a new evaluation system which includes regional power consumption, fixed assets investment, number of employed persons, GDP, the regional emissions of chemical oxygen demand(COD) and sulfur dioxide(SO2) emissions. From the viewpoint of both static and dynamic, this paper calculates related data and selects 11 coastal regions(Liaoning, Tianjin, Heb ei,Shandong, Zhejiang, Shanghai, Fujian, Guangdong, Guangxi and Hainan), estimates results on the basis of focus on analysis, discusses the coastal zone environmental efficiency(contains comprehensive technical efficiency, scale efficiency and pure technical efficiency) and provides a path to improve the eco-efficiency in coastalregions from the input-output efficiency perspective, studies the trends of eco-efficiency in coastal regions and its effects(including Frontier-shift effect and Catch-up effect).The analysis results show that eco-efficiency in coastal regions are in the national leading level, but overall is still a gap from ideal situation, and room for improvement in input-output groups. Every coastal province exists different eco-efficiency, and how much they need to adjust the allocation of resources to achieve the ideal levels of eco-efficiency. In the closer it gets to the production frontier, promote efficiency of environment under the condition of the more difficult,coastal economic development should be strengthened at the level of productivity of science and technology, reasonable for the allocation of resources, strengthen the scale aggregation effect, further increase the input and output capacity.This article includes the following part:Chapter1 introduces the backgrounds, purpose, significance of the paper,methods of research, technical route and literature review.Chapte2 contains the basic theoretical basis of this research field.Chapte3 is the static part of empirical analysis section. After determine the model, decision units(DUM), the evaluation index system, according to the data in the statistical yearbook, by using DEA- CCR model and DEA- BCC model, the paper analyzes the integrated coastal area technical efficiency, pure technical efficiency and scale efficiency. And then use DEA- SBM model analysis input-output system.Chapte4 is the dynamic part of empirical analysis. According to 2007-2014 panel data, the paper uses Malmquist model to search the trends of coastal regions’ eco-efficiency, and discusses Catch-up effect and Frontier-shift effect.Chapte5 is the part of recommendations. Based on the results of the theoretical analysis and empirical analysis and preliminary conclusions, combining with the situation of the economic development of coastal areas, this paper gives some recommendations to improve eco-efficiency.Chapte6 is the part of conclusions and prospects. This part summarizes the main research work, this paper points out in this paper, and we study the innovations and shortcomings. |
