Study Of Sustainable Usage Status And Countermeasure Of Water Resource In Zibo City

Water as a fundamental natural resources and strategic economic resources,water can be considered as a control factor of ecology and environment. The centralgovernment issued the No.1file “Execute the most strict water resourcemanagement regulation” in2011, which requested a rational allocation and efficientusage system to water resource should be mainly established by2020and dividedthree red lines of “control of water resource development and usage, water usageefficiency control, and functional areas of water pollution control limits”. It hasbecome critical strategic tasks to governments at all levels of how to rationallydevelop, and how to realize the optimization of distribution, comprehensiveconservation, effective protection, and scientific management to water resource.Making efforts to solve series of problems like drought and water shortage, flooddisaster, water pollution, soil and water loss etc. to ensure sustainable developmentof economy and society by sustainable usage of water resource has been animportant task to all levels of government bureaus.Zibo is a city with old industry and emerging petrochemical industry.Meanwhile it is also a city in serious water shortage in China. The per capita waterresource available in the city is335cubic meters, which is only by15%of thenational average level. Zibo is one of the China top110cities in serious watershortage. For a long term, shortage of water resource has been an importantrestricting factor to hinder the social and economic development in Zibo. It hasbecome a critical task to governments at all levels in Zibo and Water ConservancyBureaus of how to solve the water resource bottleneck and realize a sustainableusage of water resource. Based on his water resource and water administration workpractice, the author of this article deeply studied and analyzed series of problems inwater resource side in Zibo including shortage of water resource, shortage of waterby quality and Lack of management activity and optimization mechanism etc. Withconsidering the national and provincial strategy adjustment on flood control policy&method, and provincial and municipal economic and social development plan,the author proposed countermeasures to reinforce water resource development, usage,distribution, saving, protection and management in Zibo City from the aspects ofwater network construction, system construction, water-saving society establishment,prevention and control of water pollution, ecological remediation, administrative enforcement of law, and structural reform etc. This article focuses on expoundingestablishing and improving series of long-term mechanisms, like integratedmanagement system to water resource which can be applicable with the economicand social development, optimal allocation mechanism, saving and protectingmechanism etc. to ensure sustainable usage to water resources, and to providesupport and guarantee for the economic and social development in Zibo City.
