The recharge to water resources in karstic area is from precipitation, because it lies in upriver or branch "of watershed and there are no water resources of other regions passing by . To attain the aim of continuable development among population, society and environment, the utilization of water resources should be continuable that is utilization of water resources will not only satisfy the needs of society development but also keep the entironment stabilization. Therefore, research on the continuable development of water resources begins with associated elements about region water resources and maintenance river entironment. On the basis of analyzing the index of river entironment system and the balance between supply and demand of region water resources, we introduce the model of water resource developing to calculate the developing grade of region water resources. In the thesis, we discuss the evaluation index of continuable utilization of water resource and make the index as the criterion of valuing if the utilization of water resources satisfies the continuable development. We make the basin of Guan Du River as the example, which lies in the Tongzi country Guizhou province. Combining the conditions of utilization of that region and analysis of balance between supply and demand, we draw a conclusion that the balance will meet after the accomplishment of construction of Tianmen River reservoir in the near future and Daqiu Dam reservoir at the specified data, but the potential utilization of water resources is limited. So to realize the continuable development of water resources, we have a lot of work to do.
