Water resource is the foundation of human development in the present and the history, which is greatly related to the development of human survival and all different kinds of economics activities. The middle Yellow Rivers plays an important role in agricultural production area and energy supply based in the Yellow River Delta,so the research of ecological footprint and ecological deficit of regional water resources is meaningful. In this paper,it is based on the theory of ecological footprint, which explored the ecological footprint and the deficit situation of the middle Yellow River,by collecting the ecological data of water resources in the fifteen areas, including Datong,Xinzhou,Yulin,Yuncheng and Sanmenxia etc, after that the data from different areas come to a conclusion. From 2009 to 2014,the water resources ecological footprint of middle reaches of the Yellow River show an upward trend and the main industry of water consumption in the counties and cities of middle reaches is still the agriculture. The water footprint of agriculture in these cities generally accounted for more than 90% of production industry except Puyang and Datong city.At the same time, the water conservation of agriculture is also the main direction and content in the middle Yellow River. On the basis of the above research, the paper mainly selected the four counties and cities, including Hejin,Wanrong,Linyi and Yongji of the middle Yellow River in order to study the relationship between ecological deficit and industrial structure.Based on the water resources ecological footprint model of the middle Yellow River, the water ecological footprint and ecological carrying capacity of the study area from 2009 to 2014 were studied dynamically. Then, the ecological deficit of four counties and cities were diagnosed by the models of ecological surplus(deficit)of water resources, ecological stress index of water resources and ten thousand yuan GDP footprint of water resources. The conclusions are as follow:(1)The per capita ecological footprint of water resources in four regions showed an increasing trend in the beginning and turned to steady or downward trend in 2011.Linyi's showed the highest water footprint. The maximum is 1.12 hm2 / person, the average is0.81 hm2/ person, while Wanrong's water footprint was relatively low and kept a steady state, the minimum is 0.197hm2/ person, the average is 0.319 hm2/ person.(2)The change of per capita aquatic ecological carrying capacity in four regions was unstable, and the growth trend was increasing from 2009 to 2011.However,it started to decrease in 2011-2012.In addition, the overall areas show ecological deficit of water resources instead of Wanrong.Linyi's ecological deficit is the most serious among all the areas, showing the maximum is 0.969 hm2/ person. It is worthy to mention that serious ecological deficits can lead to unsustainable water resources.(3)In terms of the ecological stress index in four regions,Linyi is generally higher than the other three areas, and the fluctuation rate is the largest, indicating to 11.106.In terms of the ten thousand yuan GDP footprint of water resources,Linyi County is higher than remaining three counties which showed a steady or declining trend,as Linyi mainly rely on traditional agriculture, which is a high industry of water consumption,so the GDP growth will at the expense of increasing water footprint.Based on the analysis of the ecological water footprint of the four regions,it is concluded that the majority of water used by production in the middle Yellow River is Agriculture,so that the water resources are wasted and output is low.Last but not least,in order to promote the sustainable utilization of water resources in the middle reaches of the Yellow River, the paper gives some suggestions from the perspective of increasing the water saving, reducing the area of cultivated land, controlling the population and adjusting the industrial policy.
