Research On Infrastructure Planning And Construction Management For Historical And Cultural Village Of The Taihang Mountains Area

The rural infrastructure is the important material basis for the development ofrural economic and social, and improving the construction level is the inevitabledemand for the raising of farmers’ living standard. The historic and cultural villages,as a special type of village community, on one hand which should be included in thesystem of national heritage preservation for the profound historical culture andabundant material and intangible cultural relics, and on the other hand, as villages,they are life reality for the residents living among them. The common problems ofmany historic and cultural villages in current China are physical aging and functionaldecline, and it is hard to meet the growing material and cultural life’s need of resident.The contradictions between protection and renewal and development are obvious, andthe relationship between the stale and backward infrastructure and the modernizationneeds of villagers is one of the most prominent contradictions.The paper select six engineering infrastructure (transportation, water supply anddrainage, sanitation, electric power and telecommunication, energy supply, disasterprevention and mitigation) services for the residents of the historical and culturalvillages in the Taihang Mountain area as the research object. Through a large numberof detailed site survey, questionnaire and interviews, launched from the cognitivestatus b, the paper analyzes the common problems of infrastructure construction, anddiscovery that the lack of good planning control and construction management is themain cause of status problems. On the basis，the paper study the status of the villageplanning preparation and construction management. For questions, from theperspective of protection-development, combined with the existing village planningsystem, the paper proposed a new planning system suitable for infrastructureconstruction for the historical and cultural villages, and the correspondingrequirements for infrastructure planning of different levels. In the infrastructureconstruction management, the paper preliminary constructs the management systemof infrastructure construction suitable for the historical and cultural villages from thefour aspects of construction project management, fund management, operation andmaintenance management, supervision management.
