This paper researches based on meteorological data, DEM and remote sensingimages. First it evaluate the wind resource with the meteorological stations’ windpower density. Then choose a flat area and uneven area as the micro-sitting study areaaccording to the result of the wind resource assessment. In order to obtain the optimalplacement of wind turbines in different wind direction/speed and different terraincondition for maximum production capacity with minimum cost, this paper usesGenetic Algorithms. It is very significant for our wind power developing. In the sametime, this paper design and implement a software based on ArcEngine for windresource assessment and micro-sitting. The main research contents are as follows:(1) Wind resource assessment based on meteorological station dataThis paper researches the wind resource assessment model based onmeteorological station data, including meteorological data’s preprocessing, windpower density and weibull parameters computing and so on. This paper alsoresearches the underlying surface extracting model in wind resource assessment. Andthen modifies the wind power density to the unfiled height according to theunderlying surface type. Final, compares the research result with the existing windfarms in California and shows the result of this paper is correct.(2) Wind farm micro-sitting modelThis paper researches the model that the wind speed changes with the topography,and extracting the wind speed coefficient caused by topography with ASTER GDEM.In the same time, this paper researches the wake model of the wind turbines. Final,chooses a flat area and uneven area as study area. And uses genetic algorithms toobtain the optimal placement of the wind turbines. It is found that the result of geneticalgorithms is related to the initial population. A better indusial added to the initialpopulation can improve its convergence. So it is a good idea to add some betterindividuals to the initial population.(3) Design and implement Wind Resource assessment and micro-sitting systemThis paper design and implement a wind resource assessment and micro-sittingsystem based on ArcEngine10.1with C#. This system can be used to evaluate windresource, obtain the optimal placement of wind turbines and make some maps relatedto wind resource evaluate and micro-sitting, such as wind speed coefficient map caused by topography and wind power density map. Experiments show that the windenergy assessment of the system is consistent with the existing wind farms and themicro-sitting plan of the system take good consideration of the wind characteristicsand the topography, and the plan is consistent with wind turbines’ layout regularity inexisting wind farm。The system’s result is reliable, and it can be used as decisionsupport system for our country’s wind energy developing.
