Embassies And Consulates Project Owner’s Risk Management

After the reform and openness, the task of building our consulates abroadincreased, as the administrative staff of the Division of Foreign Affairs have heavyworkload, in recent years, the consulate construction projects had many problems dueto various risk factors, so how to identify and timely deal with the consulateconstruction projects risks has become significant problems to be solved. Domesticand foreign researchers have done deep research about project risk management fromvarious stages and their corresponding methods, as well as specific analysis of projectrisk, but research of consulates construction projects is still relatively small. Therefore,this thesis will focus on consulate construction project risk management, and thefollowing aspects are analyzed.First, by learning project risk management theory and methods, the nature of riskand each stage of risk management are analyzed and searched.Second, the project owner’s risks are identified and analyzed according to theconsulate construction project characteristics, and the risks are divided into naturalrisk, political and foreign risk, market risk environmental risk, tender risk and so on.On this basis, for all the nine types of risks, the corresponding risk preventionmeasures are proposed.Finally, combined with two cases which are consulate construction of Embassyin Fiji project and Unite States consulate risk management, the theory and cases arecombined for analyzing, making the risk identification and risk prevention theory intopractice.This thesis combined literature analysis and actual cases to discuss consulateconstruction project risk identification and control. The research conclusion hastheoretical and practical value to construct consulate project scientifically, enrich andimprove consulate construction project risk management theory.
