Research On The Owner’s Risk Management On The Implementation Phase Of Jinxiuchuan Channel Governance Project In Jinan

Water conservancy project, as the country’s infrastructure, has remarkable social and economic benefit. But due to its large investment, long construction period and complex technology and many uncertain factors affecting the project implementation, as well as the involvement of planning, design, construction, supervision, quality supervision cooperative-boiling parties, there is a lot of randomness and unpredictability during the project implementation process, making the project at a big risk. With the deepening and reform of the management system of water conservancy project construction as well as the gradually wide practice of program legal person system, the water conservancy project risks undertaken by the state has been transferred to the risk of water conservancy project legal person (owner), therefore, the management of China’s water conservancy project risk management has been attached to more and more importance. However, because of inadequate historical data and not mature risk management theory application, domestic risk assessment of water conservancy project is mostly limited to qualitative analysis, so there is much to do in quantitative analysis risk assessment and estimation. To establish perfect water conservancy project risk management system will help to avoid risks and reduce the loss in the project management.With the water conservancy project construction project risk as the research object, and the traditional project risk management theory and the water conservancy project construction basic theory as the theoretical support, this study makes a discussion around the subject of the risk management in Jinxiuchuan channel governance project implementation phase from the perspective of owners. First of all, the study makes a research on the risk management theory. It makes an uncertainty analysis, a system analysis, and a multiple perspective analysis and an identification of risk factors on the project according to the specific circumstances of Jinxiuchuan channel governance project, determines the project list of risk factors, and establishes a risk evaluation index system. Then by way of analytic hierarchy process, a risk assessment model is established. The weight of each risk index values is calculated through expert questionnaire method combined with analytic hierarchy process software, and the risk level is assessed. Finally, in view of the different levels of risk, corresponding countermeasures are put forward.This study makes a discussion on the whole process of risk identification, evaluation, prevention and control of the owner of Jinxiuchuan channel management project implementation, which not only provides scientific basis for the project owner, but also proposes corresponding risk prevention and control measures. That will improve the comprehensive benefit of the project. At the same time, the theory of risk assessment and response theory will offer certain reference value to other water conservancy project risk management.
