| Project financing is one of the important links in construction, but also the main contentof risk management, which concerns the success or failure of the project. Through the BTproject of Xingning City protection engineering as an example, this paper introduce thedesign of financing mode: the main participants of BT model including the BT projectsponsors, investors, contractors, guarantee agencies, financial institutions and so on; the BTproject operation process includes determining stage, preparation stage, the tender andcontract stage, the establishment of the BT project company, investment and financing stage,construction stage, transfer and repurchase stage; the two parties of the BT contract have theirown rights and responsibilities at each stage of the project; the advantage of BT modelincludes to ease the pressure of government financial capital, optimizing the allocation ofresources, reasonable risk sharing, building a social credit system and to promote thetransformation and upgrading of construction industry; the disadvantage of BT modelincludes the management system is not perfect, there is lack of management talent and causerepeated tax; it applies to what used to be the government investment in building theinfrastructure and public utilities projects. From the risk analysis found: BT project risk ismainly manifested in the policy and legal risk, economic and financial risk, investor risk,engineering risk, not six aspects resistance risk and repurchase risk; the Features of BT projectincludes the objectivity and uncertainty of the risk, sudden and predictability, relativity,Contingency and inevitability, stage, diversity and changeability; the risk management of BTproject includes risk identification, risk estimation, risk assessment, risk response and riskcontrol; and demonstrates the BT project risk evaluation model based on AHP and expertscoring method. From the operation and management analysis, difficulty of quality control ofthe BT project in gravity masonry, old and new bank filling with surface and engineeringappearance, should establish a comprehensive quality management organization including theBT project the main participants, implement the three level of technology and qualityresponsibility system and technical disclosure system, strictly enforce the material acceptanceprocedure; difficulty of schedule management affected by including many sub projects, largequantity of Engineering, dispersion of construction section and short construction period, highaffected by the weather, schedule management including schedule, implementation,inspection and processing difficulty of investment control (cost control) resulted raising ofconstruction costs and the cost of capital and reducing of return on investment by the projectand the government repurchase risk, which includes the BT project cost, cost of capital andreturn on investment. |
