With the more and more standardized and open water conservancy construction industry in China,the competition in the water conservancy industry will become more and more intense,and more projects and water conservancy enterprises will participate in it.In order to survive and develop,bidders must enhance their competitiveness and raise the winning rate.Therefore,various bidding strategies emerge one after another.Tendering manpower seeks to achieve a fair,open and fair competition environment and reduce investment costs and investment risks.The project construction project has always invested large investment,long time period,complex technology and far-reaching influence,so how to achieve high quality,more standardized and more successful project construction bidding must be faced up.Unbalanced bidding is the most commonly used bidding strategy for bidders under bill of quantities pricing mode because it can be operated technically.For owners and bidding experts,it is particularly important to identify the unbalanced biddings quickly and effectively and judge the unbalanced degree of each tenderer.On the basis of the analysis of domestic and international research on the bill of quantities and unbalanced bidding,this paper introduces the significance of carrying out the bill of quantities valuation in water conservancy projects,combs the opportunity points for unbalanced bidding,and analyses the concept,causes,categories and possible impacts of unbalanced bidding.Then,the theory of entropy weight fuzzy matter element method is expounded in detail,entropy weight theory can be assigned to weights in an objective perspective.Fuzzy mathematical theory can analyze the size,height,good or bad,and not suitable for fuzzy physical quantities.The matter element theory uses the analysis method of things,characteristics and values to study the problem.If matter element in matter element theory is fuzzy,matter element theory extends into fuzzy matter element theory.In order to avoid the objectivity caused by human weight,the entropy weight theory can be combined objectively and appraise,and the fuzzy matter element theory of entropy weight is formed.On the basis of introducing the method of quotation range monitoring,which is commonly used in water conservancy projects,this paper focuses on the application of entropy weight fuzzy matter element method to construct the recognition unbalanced quoting model,and analyzes the characteristics of the main reference quantity and the process of bid evaluation,taking into account the ambiguity of the reference quantity.The evaluation process needs to consider the objective evaluation and the same kind of reference quantity,and confirm the application feasibility of entropy weight fuzzy matter element method.Taking a water conservancy project as an example,the eight tenderers launched the quotations for water conservancy projects and housing construction projects.In order to analyze and identify whether unbalanced bidding exists in the bidding process of each bidding unit,considering the fuzziness of bid evaluation parameters,this paper adopts the entropy weight fuzzy matter element method to analyze the things,characteristics and values in the bidding process.According to the characteristics of this project,several characteristic physical quantities are selected as reference for bid evaluation.By establishing matter-element model,normalizing treatment of index,calculating index proportion and calculating comprehensive score matrix,the unbalanced degree of the classified projects and the unbalanced degree of the sub-projects quoted by each unit are obtained.Combining with the calculation of the deviation rate of the method of monitoring the quotation scope,the bidders' quotation scores are given according to the grading method of the tender documents.According to their own needs,owners can select new fuzzy matter-element characteristics before opening bid to analyze and evaluate the winning bidder conforming to the actual project.This paper puts forward corresponding control from three aspects,namely,the compilation of bid documents,establishment of Bidding Control Price and evaluation of tender bases,and so on.
