After decades of development, the expressway network scale is becoming more perfectgradually, and facing the major shift from “construction as the main” to “maintenance first”.pavement maintenance management problems get more and more attention. In the context,Pavement Maintenance Management System (PMMS),as a systematic, scientificmanagement and decision support tools, is better to optimize and improve managementdecision-making level, so the road throughout the life cycle will get a better performanceand a higher level of service.Firstly, the paper analyses the major asphalt pavement damages and thecauses,according the pavement performance requirements,then elaborates the asphaltpavement performance evaluation methods, and establishes the Markov model forpredicting the road pavement performance, at last, the suitability of the predictive modelis verified through a case.Secondly, Introducing the basic principles and methods of decision-making systems andmaking a conservation decision optimization framework. In the next moment, in terms ofthe actual demand, The paper adjusts the combination of pavement performance statusabout the network level pavement maintenance management, then the conservationmeasures are proposed according the tree analysis method; lastly, the paper introduces theconcept of "important links" and establishes an evaluation model of the road network. Atthe last step, the sort road of the pavement maintenance management is achieved.Thirdly, by employing0-1mathematical programming methods, the paper set up anallocation optimization method about the road maintenance funding,followed by comparingthe pavement maintenance funding allocation method of the network-level. On the one hand,calculates the minimum maintenance funds; on the other hand, determines allocationscheme that enhance the performance most on the basis of the minimum funds, lastly, theoptimal balance of funds and performance will be completed.Finally, the optimization of highway pavement maintenance is solved, and pointing outthat the core of the highway pavement maintenance management system, which is determining the optimization budget, then make sure the minimum and optimalconservation programs under the conditions of a minimum budget.
