Study On Public Service Facilities In The Industrial Towns

With the advancement of reform and opening up and the new urbanization, ourcountry has entered the period with social transformation in a comprehensive way.The transfer of rural population and the transformation of urban industrial structurehave greatly promoted the development of the industrial towns. However, thecontradiction between the developmental lag of public service facilities and thediversification of the demands of residents and that between the updating of publicservice facilities and the lack of appropriate standard system have become more andmore prominent in the process of urbanization. Therefore, a configuration systemsuitable for public service facilities in industrial towns is urgently needed.Choosing the town of Qingshanquan as the research object, the thesis conducts afieldwork of the current situations of construction and planning of public servicefacilities in the central precinct of the town and obtains the detailed research materialsby means of questionnaire and interview with residents. Methods of induction,analysis and comparison, which are connected with other disciplines such as urbanscience, sociology, economics, are employed by the author to analyze the factorsinfluencing the present situation of urban public service facilities from threeperspectives including specifications, policy and market mechanism.Through the comparison of the new and the old national specifications and thatbetween the national specifications and the local standards, the thesis makes a analysisof the configuration content and the basis on which the corresponding control index isestablished in terms of public service facilities in the existing specifications andstandards, of which the limits about application are also pointed out by contrast on thebasis of the characteristics of the industrial towns. Meanwhile, combined with thepublic participation and the orderly market mechanism under the guidance of thegovernment, the thesis seeks the configuration thought which applies to urban publicservice facilities.On the foundation of the summary of the factors affecting the status quo ofpublic service facilities of industrial towns and the related configuration thought, thetarget and principle of configuration and the problems which are worth noticing areput forward and the proposed table on the configuration of the public service facilitiesin Qingshan Spring is offered, which are adopted as the theoretical foundation of thethesis for the purpose of shedding some light on the planning and construction of the public service facilities in similar industrial towns in the process of urbanization.
