Study On The Most Strict Water Resources Management System Of"Three Red Lines" Government Regulation And Mechanism

Water is the key of production, the base of ecology and the source of life, meanwhile it is the most basic and strategic resource, it is the resource of itself.Water resource management has a close relationship with the national economy and people’s livelihood, it is one of the most important parts of national public utilities and the inherent requirement of sustainable development. So far, China has a very serious problem of water resources, and it has become the bottleneck of economic growth and modernization. Aiming at water resource management,our government’s regulation still have many problems, for instance, due to the out dated concept, unsuitable wade behavior and the low efficiency of management, it has caused a great waste of water and ecological destruction Among these, Institutional factors contribute a lot to water resources crisis. Meanwhile the absence of government caused the water resource right to be ambiguous, the lack of market caused abuse of water resource, and plan failure caused water allocation confusion. In addition, the system is not sound and lack of coverage, the principle of regulation is too bad to perform, lacking of cohesion and system evaluation. What’s more, Water pipe system exists malpractice, the traditional water resources management system highlighting the water quantity and water quality, water and drainage, development and efficiency, environment and water ecological environment, the development and utilization of water resources and water governance division management, violating the law of the natural cycle of water resources and integrity, dealing with a more profound and complex modern water resources management situation. Besides, because of the poor operation mechanism, there is goal, concept and interest conflict between the law-enforcing, management department and the water users, the impotence of law, the lax of law enforcement, violating the law but not being punished are often happen. Water management sunk costs are too high, to carry out the raising of funds is difficult; how the system implementation is going on, there is no complete evaluation means and methods moreover it is difficult to carry out responsibility and to find out absence of responsibility; monitoring station network system is not perfect, lacking of new technology, new method and new idea. We can not make clear about the development and utilization of water resources and environment, besides the management and examination are constrained. The lack of water protection atmosphere, propaganda, the absence of education, and people’s lack water crisis consciousness, economic policy did not play the ideal effect, due to various aspects advanced technologies are restricted, execution effect is poor. The most strict water resource management system is a system arrangement aimed at severe water situation, in order to ensure the rational development and utilization of water resources and water ecological environment security; therefore we have to do the research from the aspect of strengthening the government supervision and effective operation mechanism. This article, from the aspects of the present situation of water resources management, water-use amount, water use efficiency, limit pollution, and the realization of responsibility appraisal,carries out the research through literature, field trips, conflicts of interest, and comparative analysis method. By analyzing the current water resources management system structure, advantage, conflicts and problems of implementation, drawing lessons from the domestic and foreign advanced theory and successful experience, this article puts forward the related problems of the present system and the mechanism of execution and present system providing advices to solve the water management problem from building the prevention and control of water resources management governance structure through rules, decision making, control, information feedback, performance evaluation, etc.This paper mainly includes five parts:the first part tells the institutional connotation and theoretical basis of strict water; the second part analyzes the main problem that exists in the implementation of present system; the third part summarizes the international advanced experience and combining with the reality of our country to analyze the idea and significance of reference;the fourth part explains the operation idea of government regulation mechanism of the most stringent water management "three red line"; the fifth part provides the idea of realizing purpose of the most strict water resource management.
