The new urbanization construction is one of the main tasks of the future development of China, which is also an effective way to expand domestic demand and stimulate economic development. It put forward intensive, green, low-carbon, efficient construction goals. So the heating system is also put forward higher requirements. Conventional coal-fired cogeneration units are not suitable for the the new urbanization construction. But heating equipments of low-temperature and high efficient are developing rapidly. In addition, demand-side management mode has made significant energy savings achievements in the smart grid system.In this paper, low-temperature and high efficient heating equipments, demand side management and renewable energy are combined organic to formulate a renewable and retrograde cogeneration system which is based on the user side. The system utilizes circulating cooling water of biomass power plant as low-grade heat source. The revenue of biomass power plant will increase because of the reuse of the waste heat. Meanwhile, the heating costs of heat-users will reduce greatly. In this paper, the method of Exergy Analysis was used on several different heating equipments which can generate the exergy-loss in the heat transfer process. In addition, we use the latest30MW biomass-fired units and low temperature hot water radiant floor heating device, respectively, as the new cogeneration system heat source side and user side. And then the new low temperature cogeneration system was analyzed by the method of Unit Consumption Analysis. It shows obvious advantages compared with the conventional cogeneration system. Finally, the economy and the stability of the new cogeneration systems were analyzed in the paper.
