The rapid growth of electricity load stability in China’s future will promote the rapid development of power transmission network. How to choose the project of transmission network planning evaluation method is reasonable and comprehensive evaluation of transmission network planning scheme and the selection of transmission network planning scheme is scientific and reasonable economy, realize the unification of transmission network planning quality, speed and efficiency, has important practical application value. Factors affecting the study of transmission network planning project comprehensive evaluation, according to the system theory, risk evaluation, cost benefit analysis theory to establish the comprehensive evaluation method of transmission network planning project comprehensive evaluation of scientific and rational analysis, all aspects of the planning project of transmission network. Aiming at the problems of planning and evaluation of engineering project in transmission network problems, analysis the effect evaluation index system of blackout risk, short-circuit current, transient stability, national economy, energy resources, environmental protection and other factors on transmission network planning. Evaluation index system and method of power network planning projects, and determines the transmission network planning project comprehensive evaluation index selection principle. On this basis, taking into account the actual status of the transmission network operation, based on existing research, the actual situation and power planning expert experience and opinion, build project of transmission network planning from the comprehensive evaluation index system of safety, economy, adaptability of three aspects, and puts forward the quantitative calculation method of each sub index. The principles and ideas of the comprehensive evaluation method of the engineering project of transmission network planning, hierarchical analysis index weight method to obtain the adaptive particle swarm optimization algorithm for single objective optimization, and the optimization results as the final weight, and make a comprehensive evaluation of transportation planning project network with fuzzy comprehensive evaluation therefore, to construct the grid project planning comprehensive evaluation method.Based on the previous work, this paper considers the impact of transmission network planning project safety, economy, adaptability, using the project transmission network planning evaluation method to research the planning of three sub plan for a planning UHV transmission network project. According to the different planning overall fuzzy comprehensive evaluation score evaluation of each plan, according to the different purposes of single and multiple selection scheme evaluation. Examples show that the comprehensive evaluation of engineering project of transmission network planning method has a good guidance to the project of transmission network planning scheme selection of scientific and reasonable, easy popularization and used in practical application.
