Power grid planning is an important part of national economy and social development in its belonged area. It is also one of the important foundation of the long-term development planning of the electric power enterprise itself. The level and quality of planning directly affect the safety, reliability and economy of power supply. With the in-depth implementation of the scientific development concept and in order to avoid resource waste and economic losses from arbitrary construction, scientific power grid planning and design is increasingly important. How to improve the level of power grid planning in our country, especially the urban power grid planning level, is a urgent technical issue of current electric power construction.Firstly, this paper analyzes the present situation of changchun city’s power grid. Based on the analysis of existing power grid’s problems, grid planning optimization design is put forward. Secondly, starting from the principles and methods of power load forecasting, power load forecasting of changchun municipal power grid is studied. And power consumption of the whole society in changchun area is forecasted through the comprehensive comparison of adopted methods, such as the comprehensive utilization level method, natural increasing rate method and elastic coefficient method. Furthermore, the maximum load utilization hours method is used to realize the maximum load forecasting on the basis of the prediction of power consumption. Finally, the power grid planning method based on division and classification is adopted for changchun city. Simutanously, principles of power grid planning are defined and the substation and transmission line are designed concretely for66kV grade and10kV grade power grid respectively. And that, the rationality of designing scheme is illustrated through the analysis of planning effect.
