| By using the basic theories and methods of water resources assessment as well as basic procedures and methods of land consolidation and evaluation, taking Kangping County as an example, it has set up the resource evaluation system for the water resources evaluation in water shortage areas in this paper. And it has given some scientific and reasonable suggestions about the rational allocation, comprehensive development and utilization of land and water resources. The main conclusions are as follows:1. Through a comprehensive investigation and analysis, Kangping County is divided into the eastern plain area, northern sand area and southern hill area according to the local topography, water formation and economic divisions. It has also calculated the surface runoff and ground water reserves. This paper gets The conclusion is that the water resources in Kangping County is scarce, uneven distribution, less in southwestern area while and more in northeastern area. The surface water is mainly concentrated in the central and western hilly areas and the distribution of annual runoff is uneven, also the amount of water that can be used to adjust is small. Ground water is mainly concentrated in the eastern plain area, and the amount of groundwater exploitation is2times the surface water, but the amount of groundwater usage is less and is distributed unevenly. The ratio of water resources in different areas is1(south):3.7(east):4.5(north).2. Taking the utilization of surface water, the control rate, the reference rate of the foreign water, the recharge, reserve and exploitable amount of groundwater, water quality as the basic measurement levels, an evaluation system was built about the development status, utilization status and exploring potential. That can be helpful to make a quantitative analysis on the development and utilization of water resources and the subsequent planning.3. On the basis of water resources evaluation, it has accurately calculated the quality, quantity, distribution, utilization status of water resources, land usage characteristics, main problem and development potential analysis in this paper. Supplemented by soil resource and other resources evaluation, a comprehensive evaluation system of land and water resources has been built in order to realize reasonable allocation of water and soil resources, and the scientific development and utilization.The results of Kangping County case study shown that the comprehensive water and land evaluation system and methods based mainly on water resources is of great practical significance to the economic construction and social development of water shortage region in northeastern plain. And also it can be a reference for land and water resources evaluation in the similar areas. |
