Research On Risk Evaluation Of Maritime Law Enforcement In The Navigation Management

In recent years, with the development of society ruled by law, maritime law executorsencounter various risks in the process of law enforcement. If these risks are not cognized, thecredibility of maritime authorities can be caused a certain loss. So we should research the riskfactors of maritime law enforcement, on the basis of that, risk of maritime law enforcementshould be evaluated. According the result of risk assessment, maritime authorities can aim tostrengthen risk prevention. It is beneficial to improve the efficiency of maritime law enforcement,and it is important implication for enhancing credibility of maritime administrations.Firstly, the article stated the risk characteristics of maritime law enforcement in navigationmanagement. All kinds of risk factors are analyzed in their law enforcement process. Accordingto the basic rules of risk evaluation index system, an index system for maritime law enforcementrisk assessment was established.Secondly, several evaluation methods commonly used in the risk evaluation was analyzed,and so were their advantages and disadvantages. The Fuzzy-Gray comprehensive assessmentmethod combined fuzzy theory and the grey theory was selected, because the risk factors ofmaritime law enforcement have both fuzziness and grey. Using the analytic hierarchy processmethod confirmed the weight of each risk factor. Whitenization weight function of the greysystem theory was used, and the experts scored in terms of certain valuation criteria in order toget weight vector of grey statistics. The paper expounded the principle and procedure of greyfuzzy comprehensive assessment method, and it described the evaluation model of maritime lawenforcement risk in the navigation management in detail. It included risk index system, the levelof risk, the assessing gray league, expert grading, the weight, the risk level of each risk index andthe entire risk level of the target layer.Finally, combined with a concrete example, using the grey fuzzy comprehensive evaluationmodel, it got the overall risk level of the maritime law enforcement in the navigationmanagement of a maritime bureau. According to the result of risk assessment, risk preventionmeasures were put forward.
