Substations are the core nodes of electricity networks, which not only have the function of attaching to the power line, transiting power, converting the voltage level and aggregating currents, but also provide the functions of distributing the electric energy, adjusting voltage, controlling the currents. Thus, the electric power end-users can enjoy a high energy services. However, the smart substation is a more intelligent substation, which has applied advanced, reliable, integrated, low-carbon and environmentally friendly smart devices, and requires the whole station information digitized, communication platform networking, as well as information sharing standardized. Moreover, the smart substation can automatically complete the information collection, measurement, control, protection, and detection and so on. Apart from above mentioned, when required, the smart substation can extraordinary provide the advanced applications of real-time auto-controlling, smart regulation, on-line analytical dec is ion-making and collaborative interactions as well as other excited applications.In this paper, it takes the Liushuquan Town in Tangshan city220kV Smart Substation Project as an example to analyze the technologies and devices related to the smart substation. On this basis, it designs the system architecture and gives a solution of the factory joint debugging and testing. The main contents are as follows:In the first section, it discusses the technologies related to the smart substation, which is extended from three aspects. These are the contents of IEC61850international standard, unconventional transformer technologies and intelligent circuit breaker equipment. In the following section, it firstly reviews the Liushuquan Town220kV smart substation and the scale of construction. Then it designs the system architecture of this project in accordance with the relevant provisions of the statutes as well as the actual demands. Besides, it also designs a solution for the joint debugging and testing of this project. In the final section, it takes the Liushuquan Town220k V smart substation project as an example in Tangshan City to illustrate the debugging steps, factory joint debugging and testing items, process layer debugging, spacer layer debugging and station layer debugging.
