The development of electric vehicle(EV) is generally confirmed as an important way to ensure energy security and low carbon economy by all countries in the world. EV is listed as strategic emerging industry in our country, which promotes its industrial application. At the same time of development and manufacturing for EV, the essential infrastructure must be considered prosctively. Only related infrastructure of EV is systematic constructed, can it provide strong support to expand the EV market.This paper analysed a single objective multiple level planning model for EV charging station based on economy at first, and genetic algorithm combined with heuristic method was designed to solve the model. Thus where and which level of the charging station to construct were determined, as well the charging station serviced for which demand point. Simulation results showed the effectiveness of he designed algorithm. On this basis, various factors influencing changing facilities planning were further considered. Through constructing three indicators which were the economy, charging station utilization rate and user convenience, a multi-objective planning model was established to realize the balance of the three indexes, thus the scale and position of charging station were more reasonable. In addition, double coding of SPEA2algorithm was designed to fit the model optimization. Finally aiming at the situation that demonstration cities have exist charging network, further location planning model for EV charging station was proposed, and Shenzhen city was took as an illustrative example to analysis. The research of this paper can provided reference for charging station construction.
