In recent years, not only the international environment of China’s industrial development has changed, but also the domestic environment is facing the background of urbanization, industrial transformation and upgrading, new-type urbanization construction and beautiful China construction. Some unreasonable layouts of industrial land in city has been put on the transformation agenda. In the transformation process, the construction land supporting urban development also faces the dilemma of increasing shortage of the incremental land and inefficient use of the stock land. Therefore, in the process of industrial land transformation, it is obviously important to improve the use efficiency of previous industrial land.In order to enhance the industrial land transformation, many regions have carried out various foms of planning research and practice. But the planning method exists mostly the same:government reclaims the industrial lands firstly, and then grants the lands as reserve lands. With the help of the property rights theory, we can get that the above planning method would produce two kinds of adverse consequences, the lack of property rights insurance of enterprise’s industrial land and the huge transaction cost. Therefore, based on theoretical framework of enterprise’s property rights insurance, lower transaction costs and avoiding new negative externality, this paper, firstly, puts forward two new kinds of industrial land promotion planning methods—enterprise temporary improvement method and enterprise oriented development method. I, secondly, research the concrete connotation of the two new methods in order to provide theoretical reference for China’s industrial land upgrading planning practice.This paper consists of three parts:The first part consists of the first chapter and the second chapter. The first chapter mainly introduces the research origin, research significance, domestic and foreign research status and the research methods and the framework. The second chapter mainly states the theory of property rights and urban planning, the relevant planning theories, as well as the definition of industrial land property rights, the change of industrial land property rights system and the structure of industrial land property rights.The second part consists of the third chapter to the fifth chapter. The third chapter researches the present situation and problems of industrial land upgrading based on the property right theory, analyzing in depth the dynamic mechanism and planning situation of industrial land upgrading and the planning status problems. The fourth chapter studies the planning method of industrial land upgrading based on property right theory. After the interpretation of planning method frame, it gives in-depth interpretation of enterprise temporary improvement method and enterprise oriented development method. The fifth chapter is the empirical research on Longqiao Industrial Zone in Yongjia County, Zhejiang Province.The third part carry on the conclusion and the prospect. With the summary of the full text, it points out the planning method proposing by the paper enhance a major improvement over the traditional planning method of improving industrial efficiency. However, there are some weaknesses like incomplete data collection and shallow theoretical study. At last, based on the shortage of the research, we put forward some prospects in this field.
