Research On Risk Assessment And Control Of Hospital Construction Project

With the rapid development of social economy and the improvement of living standard, people have put forward higher requirements on the quality of the medical environment, medical facilities, medical technology, and medical service. Therefore, hospitals entered a period of rapid growth in recent years. More and more hospital basic construction projects were carriedy out, construction standards and investment scale are becoming larger and larger. All kinds of hospitals have been carried out throughout the renovation and expansion, and even overall relocation. The hospital construction project is a very complicated system engineering, has more investment, and large scale, involving a wide range, long period, complex technology, greater social influence. The traditional project management mainly through quality control, schedule control, cost control, safety management, contract management, information management and project organization and coordination, to ensure that the achievement of cost, time and quality objective, rarely on hospital construction project risk management. But the level of awareness is limited and the lag of information, many potential threats of hospital construction project is not clear. In various stages of the life cycle of hospital construction projects, will inevitably face a variety of risks. In order to avoid or decrease risks, the hospital decision-maker is necessary to systematically manage on risks.Risk management theory, entropy weight coefficient method, game theory and the questionnaire method were used in this paper, to study on identifying, assessment and handling strategy mechanism of hospital construction project key risks. The main results of this study are as follows:(1) Based on literature data, the potential risks of the hospital construction project were identified using expert investigation method, and there were28key risk factors.(2) Multi-level comprehensive evaluation mathematics model base on full life cycle risk of hospital construction project was established. Probability of risk event, influence degree and the overall project risk degree were calculated, put forward the risk control measures.(3) Through the case analysis, calculate the case project risk degree, put forward the corresponding suggestions. In light of the characteristics of the case project, risk control measures were analysed and researched in detail:At the decision stage, the scale of the hospital construction was measured by three different methods from different angles respectively. The result show that the basis for calculation is full, the position is reasonable.In the design phase, the evaluation of design scheme based on entropy weight coefficient method was studied, for scientific, reasonable selection of hospital building design scheme provides new ideas.In the construction phase, using the game theory for establish three party game model and payoff matrix of the hospital, supervision, the contractor. In order to realize the project investment, schedule and quality target, owners must entrust supervision to supervise the contractor, at the same time, we must strengthen the supervision and management of the rent-seeking activities between supervision and contractor, to increase the punishment of rent-seeking activities, advocacy integrity mechanism, cultivate and improve the ethical values.
