With the acceleration of China’s urbanization,the construction of medical and health facilities has been paid more and more attention.As an important part of medical and health facilities,hospital construction cost risk assessment is of great significance for improving the efficiency and quality of medical and health facilities construction and promoting the sustainable development of the industry.Xiongan New Area is currently the most popular area for large-scale engineering construction in China.Therefore,this study closely follows the hot spot,aiming to explore the construction cost risk assessment of Xiongan Xuanwu Hospital construction project,and provide scientific basis for the sustainable development of medical and health facilities construction projects.First of all,based on the analysis of the current situation of construction cost risk evaluation at home and abroad,this study introduces the concept of risk,the causes of risk and the process of risk management.At the same time,the definition and characteristics of construction cost risk are summarized,and the existing evaluation methods are summarized,so as to pave the way for the risk evaluation of this paper.Then,based on engineering practice,literature research and expert consultation,the construction cost risk of Xiongan Xuanwu Hospital project was initially identified.In order to verify the accuracy of the identification results,questionnaire survey method and reliability and validity analysis method are further used for analysis,and the final construction cost risk evaluation index system of Xiongan Xuanwu Hospital construction project is formed.Among them,there are six general construction cost risk categories,including material cost risk,labor cost risk,machinery cost risk,construction delay cost risk,quality defect cost risk,and management cost cost risk.The second-level index cost risk factors involve a total of 18second-level cost risk factors.Special risks include medical special cost risk and design change cost risk,involving a total of 11 secondary cost risk factors,and detailed description of each indicator risk factors.Finally,according to the characteristics of the construction cost risk of Xiongan Xuanwu Hospital,COWA-G1 combination weighting method and mature-element extension method are used to calculate the index weight of the cost risk index system and determine the risk level.The results show that;The comprehensive risk level of the construction cost of Xiongan Xuanwu Hospital project is 2,and the risk degree is low;The cost risk of medical special project,the cost risk of design change and the cost risk of construction delay are three levels,indicating that the construction cost risk of these types is higher.Labor cost risk,material cost risk and quality defect cost risk are level 2 risks,and their risks are low.The risk of machinery cost and management cost overruns are level 1 risks with low risk degree.According to the results of risk research,targeted risk control measures are proposed for the three high cost risks,namely medical special cost risk,design change cost risk and construction delay cost risk,as well as the risk with high primary and secondary risk weights.Through this study,the risk factors of the construction cost of Xiongan Xuanwu Hospital project are identified,and corresponding risk management measures are provided,which can ensure the rationality of the target cost planning of the project and the feasibility of the construction plan to a certain extent,reduce the construction cost,improve production profits,and avoid additional risks caused by cost excess.At the same time,it provides a representative case for the construction cost risk evaluation of hospital construction projects.
