Along with our country’s urbanization, speeding up of the regional economic integration and continuous gathering of the major city’s population, the traffic problem have become increasingly severe. The new town has become the primary means of metropolitan easing its function, sharing its traffic pressure. From the practical development point of view, a series of problems exist in the planning process of the new town, such as lack of clarity in the transportation planning, which in return makes them inefficient in sharing the metropolitan industry and transportation functions. So based on the theory of TOD, this paper focuses on the public transport planning and other related issues of the new town, including:According to TOD development background, the basic concept and development mode abroad, as well as in-depth analysis from four levels, including site selection criteria, spatial scale, land development intensity and mixed land use, a TOD pattern of urban development was put forward.Based on TOD, basic processes of a new town public transport planning was proposed, new town traffic demand is deeply studied. Based on information quantifying prediction of location land use, analyze the transportation demand, and build the travel generation distribution of the new town travel demand forecasting model, followed by empirical analysis. Finally, in-depth researches were conducted on the transit hub plan, rail transportation planning, conventional transit planning, and convergence transfer system planning. Planning steps and methods were given based on the theory of TOD.Based on the analysis of the previous chapters, from the basic facilities, social, economic and environmental benefits, TOD effectiveness evaluation index system is constructed and TOD effectiveness evaluation model is also built. a combination of matter-element theory, with Beijing Tongzhou New town as an example, the TOD effectiveness was evaluated. The results have some theoretical and practical use for Chinese new town planning.
