| As an important part of small towns,public space is not only an important embodiment of the livability of small towns,but also the main carrier of urban characteristics.The construction of small towns in the early days of China was influenced by the functionalist planning trend of thought,often focusing on the construction of material space and neglecting the needs of spiritual civilization.Since Fei Xiaotong proposed "small towns and big strategies" in the 1980 s,small towns have gradually become the focus of attention from all walks of life and become an indispensable part of urban and rural construction.With the continuous transformation of the concept of urbanization development,the small towns that are the “end of the city and the head of the township” have become the focus of the new round of urban and rural planning and construction.The development concept of small towns has gradually abandoned the extensive and rapid development path in the past.The development model characterized by connotation and refinement emphasizes “people-oriented”,“prominent features” and pays attention to the living standards and quality of life of small towns.Since 2016,with the development of the national “characteristic small(city)town” activities,small towns have received more and more attention,and at the same time stimulated a new round of small town construction boom.In the practice process in the past three years,the construction of public space in characteristic small towns has achieved fruitful results,but it has also exposed a series of problems and deficiencies.As a socialized place of behavior,public space should satisfy the different needs of different people to the utmost extent.Different from the traditional small towns,the characteristic industries and historical humanities of the characteristic small towns,as their important development resources,are quite attractive to the vast number of tourists.Therefore,in addition to meeting the needs of residents,public spaces in characteristic small towns should also consider another group of tourists-tourists.Obviously,there are many different needs between the two groups.The existing public space in most small towns is designed to serve the local residents.This conflicts with the development path of multi-level,multi-service objects and multi-functional needs in the future.The main reason for being a research object.In this context,based on field research and theoretical analysis,this paper draws on the multiple theories of demand hierarchy theory,pedestrian demand hierarchy theory and travel career model theory,and analyzes and summarizes the public space needs of residents and tourists.The coupling relationship between different types of public needs and public spaces in small towns.At the same time,taking the Kurdish town of Yining City,Xinjiang as an actual case,using the field experience,non-intrusion observation,interview survey,questionnaire survey,“sandwich” research method and other research methods to analyze and summarize the activities of residents and tourists in the town.And specific needs,to obtain the status quo of the public space environment in the township,and the behavioral patterns,preferences and needs of public space users.Based on the field research,this paper summarizes the four needs of the public accessibility,security,comfort and regionality of the public space in the town of Kuerdening,and summarizes the pedestrian traffic organization from four dimensions.Weakness,the accessibility problem of lack of barrier-free facilities;the lag of infrastructure construction,the security problem of poor space supervision;the stagnation of public space function,the comfort of poor space environment;the poor historical and cultural experience,the spatial “human touch” "Insufficient regional problems.After that,it is proposed that public space planning should follow the hierarchical relationship of public demand,prioritize the low-level needs of users,and gradually meet its high-level needs.Finally,in view of the current problems in the public space of the town,specific strategies are proposed from the four dimensions of accessibility,security,comfort and regionality,in order to create a high-quality public space with vitality,thus promoting the promotion of characteristic small towns.The goal of healthy development.The main research results of this paper are as follows: Firstly,summarize the public needs and hierarchical relationships of the four dimensions of accessibility,security,comfort and regionality of public space users,and the different proportions of different groups to the four-dimensional public demand;The second is to analyze the current situation of public space in Kurdish town in Xinjiang based on field research,and combine the survey results of tourists and residents’ needs and behavioral activities,and comprehensively put forward various aspects of public space in Kuerdening town from the perspective of public demand;It is to propose specific planning strategies for the above problems to guide the public space planning
