A Study On The Social Vulnerability Measure Of Disaster In Public Housing Communities In Chongqing

China’s urbanization process is accelerating and cities are expanding and spreading,leading to increased population mobility and community concentration,further increasing the gap between the rich and the poor,and forming diverse community living types such as villas,apartment houses and public housing within cities.The expansion of cities on a large scale has resulted in complex and changing social systems and a deteriorating natural environment,with earthquakes,fires,floods,epidemics of infectious diseases,theft and other social violence and risky disasters occurring frequently,causing great impact and damage to urban communities.As the basic unit of urban management structure,the community is also the first direct subject to perceive various risks and crisis events,and its disaster management ability is directly related to the ease of subsequent risk response and treatment.Although governments at all levels in China have actively introduced relevant disaster prevention and mitigation policies and emergency plans in response to crisis events,in general,there is still some room for improvement and optimization in disaster prevention and mitigation in urban communities.However,due to their special construction background and living properties,public housing communities are among the more vulnerable types of urban communities,with remote planning layouts and a concentration of low-and middle-income people,and their community management capabilities are somewhat deficient compared to other types of urban communities,with many potential unsafe factors.Therefore,the improvement and enhancement of the overall disaster prevention and mitigation capacity of public housing communities has become the focus of urban managers.This paper introduces the concept of "vulnerability" and draws on the advantages of its related theories to investigate and understand the deficiencies and vulnerabilities of various disaster prevention and mitigation factors in public housing communities,and to point out the direction for improving the disaster prevention and mitigation capacity of communities.The paper compares the research results on public housing communities and community vulnerability at home and abroad,and uses web crawler tools to summarize the typical disaster types and the characteristics of disaster prevention resources in urban communities.On the basis of these extensive preliminary research works,the differences between natural vulnerability and social vulnerability and other related concepts are clarified,the research connotation of social vulnerability of community disasters is determined,and the theoretical framework and process of corresponding vulnerability research are constructed.At the same time,based on the theoretical basis of the literature and the expert selection and evaluation opinions,the evaluation index system of disaster social vulnerability of public housing communities with five dimensions of community demographic characteristics,economic characteristics,environmental and organizational characteristics,social network and community disaster prevention was constructed,and the existing research and evaluation methods were sorted out,and the characteristics of each method and the multi-attribute characteristics of the evaluation index were integrated,and the Approximation to Ideal Solution(TOPSIS)method was selected to carry out the evaluation work of the community research object.Then the questionnaire was designed based on the constructed index system,and the Minxin Jiayuan community in Chongqing was selected as the case study object for field research,and the collected sample data were tested for reliability and validity by using SPSS analysis software.On the basis of this,the TOPSIS method was used to calculate the vulnerability value of Minxin Jiayuan community as 0.374,which is a low level of vulnerability,and the vulnerability of each criterion level was ranked from the highest to the lowest in order of community population,economy,social network,environment and organization,and community disaster prevention.Based on the final results of the study,we suggest the optimization of vulnerability factors in order to improve the overall disaster prevention and mitigation capacity of the public housing community.
