Planning And Design Research About Public Service Facility System For The Comprehensive Pension Community

Our country officially stepped into The Aging Society in2000.The aging speedfar surpass the old-age demand from all parties in society: family pension is verydifficulty, community endowment mechanism is not perfect, institution endowmentcan’t keep up with the aging development speed, etc. The Eighteenth Report putsforward coping with the aging population for the first time, and encouraging andsupporting social forces to set up various buildings for old people. Comprehensivepension community arises at the historic moment, the public service facilities whichplay an important role for happy life on improving the community elderly livingenvironment, promoting physical and mental health of old people, and enhancing thecommunity sense of belonging and safety of older people. Therefore it is necessary toresearch the related content, construction standard, organization mode, etc.This paper takes the public service facility system as the research object. Firstly, itsummarizes the current research status and construction practice at home and abroad ofthe community public service facilities, pointing out the current old-age communityproblems in China: research has just started, but there is no specification reference, andthere was no one to amount to mark although the constructions are everywhere, etc. Onthis basis, the author indicates the comprehensive pension community meaning, pointsout the important role of public service facilities, and putts forward the concept of comprehensive community public service facilities. Second, taking the Beijing SunCity, The Green City Xiao Xian Fang21, Sui Yuan Jiashu etc.six typical pensioncommunities as the research object, the author studies and summarizes the basicsituation, living patterns, and construction scale, spatial layout and organization patternof the public service facilities. Third, based on the case studying and normativestandards, the author puts forward residential location of the comprehensive pensioncommunity, and allocation, construction standard, spatial layout and organizationpattern for the public service facilities; at the same time,builds the public servicefacility system of comprehensive pension community, and hierarchical planning designstrategies. Finally, taking Xi’an Cao Tang Temple Health Endowment Center as anexample, the author combines with the actual project planning and designs of thepublic service facilities, in order to demonstrating the research.Through the research, the author expects to tease the concept and theory of thePublic Service Facility System of Comprehensive Pension Community, and takes Xi’anCaotang Temple Health Endowment Center as an example for empirical research,hoping to provide constructing reference for the public service facility system ofcomprehensive pension community in future.
