With the continuous development of the economy, the regional electricity loaddensity and electricity consumption grow significantly. To the original10kVvoltage class, too many substation and structure complexity increase investmentand network maintenance costs. On the other hand, on the basis of energyconservation, improving power transmission capacity and network coverage areaare the eternal goal of the power enterprises, so20kV voltage levels become thefocus of attention. This paper analysis electricity network situations and prospectsof the Harbin Qunli, and explore deeply the feasibility of the implementation of the20kV voltage level.The paper analysis the necessity for the adoption of20kV distribution network toQunli and summarizes the superiority of20kV voltage level on the basis of thedomestic and foreign20kV applications.The paper forecast Qunli load situation to obtain the load status of Qunli anddesigned three different voltage levels the sequence.Quantitative comparison of the technical performance of the three power supplyprogram, include in scale of construction, power supply radius, the quality of powersupply, power supply loss, covers an area; Static evaluation and dynamicevaluation are used to compare economic performance of the two methods,Explored the reliability of the three power supply program. Elaborated thefeasibility of20kV voltage levels implementation of the Qunli and adopted powersupply solutions.
