With China’s economic transformation and the upgrading of industrial structure, railway in bulk freight market share has been the trend of the decline. But constantly increase bulk cargo is due to the railway always ignored and hard to compete with highway, aviation and other modes of transportation. Under this serious situation, and after the execution of separating the ministry of railways, Chinese Railway Corporation conduct a comprehensive reform of freight on June 15,2013, aims to promote railway transport organization by the planned production mode to the market-oriented transformation, promote the freight volume growth of railway change from quantity increasing type to value increasing type, and cancel the link of ordering train in September 2014, at the same time operation bulk cargo express trains, and Push forward the door to door logistics services.(1)Analysis domestic freight market to figure out the variation tendency of freight market and structure of transport mode; Analysis the structure of railway freight market and find out the cause of continuous declination of railway freight volume; define the fragmented cargo, figure out the difference of operation mode with traditional method and introduce the requirement analysis on influencing factors, demand characteristic and tendency.(2)Make explain on the transport system from railway fragmented cargo distribution express business process, express station system operation planning and transportation production.(3)Analogize the enterprise boundary problems with transaction cost theory and enterprise competence theory, study the railway fragmented cargo distribution organization business, put forward four kinds of operation modes (inner logistics enterprise taking charge, self-operation by basic stations and depots, establish alliance with logistics enterprises, outsourcing), and accomplish a adaptability analysis of modes above based on transaction cost theory and enterprise competence theory.(4) The problem of railway fragmented cargo distribution organization operation mode s is defined as multiple and uncertain. The targets (properties) of the problem are analyzed. The weight on the internal and the value of attributes given as intuitionstic fuzzy number are transformed into connection number utilized by set pair analysis. Then a comprehensive evaluation model is built and by the steps of decision-making an numerical example is worked out.
