Supervision and management of railway passenger transport is a strong guarantee of rail transport work organization. Do a good job in the supervision and administration of railway passenger transport after the institutional reform of railway development has the vital significance.In this paper, in the form of government functions were separated from the state railway, analyzes the research status at home and abroad for railway passenger transportation regulation, to sum up experience. Then, through the study of the status quo of China’s railway industry and government regulatory system, to provide theoretical support for the study under the new system of supervision and management of railway passenger.In this paper, through the foreign railway government regulation and regulatory analysis other monopoly industries in our country, we can get the practical experience. On this basis, the article is based on a three-dimensional evaluation theory and rough set attribute reduction theory, combined with the status quo of government regulation and existing railway regulatory standards, management mechanisms, management practices, from a security risk, quality of service and passenger satisfaction Construction of a standard indicators system of railway passenger supervision and management. Determine the indicators weighting method by entropy weights,and build a fuzzy comprehensive evaluation model. Finally, set up a evaluation model of Changsha station and the supervision evaluation results are obtained.Finally based on the analysis and research of the former part, from the four aspect of passenger transport management institution, the legal system, service quality, transportation price, put forward the regulatory system to establish the Regulatory regime for railway passenger transport.
