As an important infrastructure of China’s transportation system,railway is the backbone of supporting the national comprehensive transportation system,and is also an effective transportation method for pursuing intensive development and improving the efficiency of resource and energy utilization.Under the background and goal of “carbon peak,carbon neutral” in China,railways have become the main participants in multimodal transport,and their participation in multimodal transport is very important in the entire multimodal transport system.At present,one of the more prominent issues in China’s multimodal transport management is the lack of an effective evaluation system and the inability to establish more reasonable multimodal transport routes,making it difficult to form a long-term and stable development path for multimodal transport.Therefore,accurate evaluation of multimodal transport efficiency is the foundation for the vigorous development of multimodal transport in China.The research on multimodal transport evaluation systems and methods has great theoretical significance and practical value.The research on multimodal transport evaluation has become a new direction and one of the new focuses of the logistics industry in the 21 st century.Therefore,a scientific,reasonable,and accurate evaluation of the efficiency of railway participation in multimodal transport has become an important reference basis for departments or units such as railway and even multimodal transport organization departments,management departments,and operation departments.There are a large number of evaluation indicators for the multimodal transport evaluation system in which railways participate,but how to select key indicators is particularly important.How to evaluate the overall efficiency of multimodal transport,and how to construct an effective multimodal transport evaluation system for scientific efficiency evaluation,are related to the success of establishing and developing this efficient and reasonable mode of transport.Firstly,it summarizes the analysis and results of the multimodal transport evaluation indicator system proposed by many documents from different aspects,combines actual research results and relevant research,and selects primary indicators from the five levels of safety,cargo volume,benefits,environmental protection,and customer satisfaction in the multimodal transport evaluation indicator system for railway participation based on the design requirements of the matter-element model,Further,five primary indicators are subdivided into 13 fully quantifiable secondary evaluation indicators,and a systematic,universal,and more scientific and reasonable multimodal transport evaluation indicator system based on matter element analysis is constructed that can reflect the efficiency of multimodal transport.Secondly,based on a comprehensive comparison of the advantages and disadvantages of various multimodal transport efficiency evaluation methods at home and abroad,and in accordance with the characteristics of multimodal transport and the composition of the indicator system,the matter element analysis method is introduced into the efficiency evaluation of railway participation in multimodal transport.By calculating and determining the matter element matrix,classical domain,node domain,indicator weight,correlation function,and correlation degree,a matter element based efficiency evaluation model for railway participation in multimodal transport is constructed,The grade of efficiency evaluation results is determined to improve the authenticity and reliability of the evaluation results.Finally,specific cases were used to study and analyze the rationality and applicability of the evaluation model established,and on-site research and online published data were reasonably processed.The efficiency of three railway lines participating in multimodal transport was systematically calculated.The classic domain,segment,weight coefficient of each index,correlation function,and correlation degree of each of the three lines were calculated,and the final evaluation level of the three lines was calculated.Through practical case analysis and research,it is verified that the evaluation index system and efficiency evaluation model for railway participation in multimodal transport established in this paper have good application effects.Making the evaluation results of railway participation in multimodal transport more objective and accurate,thereby providing a new theoretical basis and research perspective for its research. |
