Study On The Safety Supervision System And The Evaluation Of Service Quality Of The Urban And Rural Passenger Transport

Planning the development of the integration of the urban and rural passenger transport asa whole is an important content for coordinating the urban and rural economic development,serving the construction of new socialist countryside, establishing and improving the systemof basic social public services. In recent years, governments and transportation managementdepartments at all levels are actively promoting the integration of the urban and ruralpassenger transport, the urban and rural passenger transport also gradually becomes the keyresearch problem in the transportation industry. Relative to other forms of passenger transport,the urban and rural passenger transport has its unique operating environment characteristics.Because of the vehicle, road conditions, driver factors, etc. the urban and rural passengertransport traffic accident is at a high level. Establishing a practical safety supervision systemof urban and rural passenger transport, making its service quality to be standard andpromoting the evaluation is beneficial to improving the safety level and the integration ofurban and rural passenger transport.Based on introducing the safety status of China’s urban and rural passenger transport, thecharacteristic of the urban and rural passenger transport accidents’ type was studied. Itincludes road traffic accident, bus combustion accident and passenger’s hurt accident.Combined with the system engineering, the influence factors of the urban and rural passengertransport safety were analyzed. In order to establish safety supervision system of urban andrural passenger transport, the existing legal basis and the problems of safety supervision wereanalyzed, the safety supervision objects and main tasks were determined, the framework wasestablished, and the safety supervision responsibilities of the transport managementinstitutions and the enterprises of urban and rural passenger transport were determined in thispaper.Based on the PZB SERVQUAL five dimensions service quality evaluation scale, bytesting the passengers of the urban and rural passenger transport of Guangde County in Anhuiprovince and processing data, the conclusion that the original SERVQUAL scale is notsuitable for China’s urban and rural passenger transport’s service quality evaluation was got. By analyzing passenger’ transport process and interviewing some experts, the eighteenindicators for evaluating urban and rural passenger transport’s service quality were confirmed.A investigation table was established based on these eighteen indicators to test the passengersof the urban and rural passenger transport of Suzhou, Changzhou and Jingjiang three cities.After processing the data by using SPSS18.0software, the suitable for China’s urban andrural passenger transport five dimensions (safety, comfort, convenience, reliability andeconomy) eighteen indicators CXKY-SERVQUAL service quality evaluation scale wasestablished, and the weight of the five dimensions and eighteen indicators were determined.Thought empirical research, the score of Suzhou, Changzhou and Jingjiang three cities’ urbanand rural passenger transport service quality was calculated and the gap between the expectedand perceived service quality of passengers on each index was found.Above all, this paper puts forward some policy suggestions on the safety supervision andservice quality of China’s urban and rural passenger transport, and the limitations of this studywere analyzed.
