As a very important infrastructure, railway has been considered a country’s national economic artery and an important national vehicle, and it has been more and more important in the role of the modern logistics system. The contradiction between China’s railway transport capacity and the requirement of social development becomes more and more sharp. In order to solve this problem ultimately, the railway construction should go first. Now, China’s railway is at an important turning period of comprehensive and in-depth promotion of the harmonious railway construction. And in this new situation, how to solve the problems of developing large-scale railway construction of high standard safety and fast and ensuring the construction quality of railway engineering have been set before us. We must understand profoundly the quality assessment and management of Chinese railway construction which need to be paid attention to and solve urgently and analyze solutions meanwhile. It is imperative to promote the quality management innovation of railway construction and improve the quality management ability.This paper takes the 9-section of station’s front construction of the Daxi Passenger Railway as the background to study the quality assessment and management of the railway engineering project. The study mainly includes the following respects:(1) By studying basic concept of quality management of the railway engineering project profoundly, we can sum up the basic characteristics of project management, summarize the control targets of project management, and put forward the existed problems of the railway engineering project management at this stage to lay a solid foundation for the later study.(2) Through deep research of the basic management theory at home and abroad and the later statistical analysis, we can conclude that at present domestic main quality assessment methods base on experts investigation on the basis of qualitative or semiquantitative evaluation method. Then, after summarizing and comparing merits, demerits and the applicable scope of all kinds of analysis methods, we decide to use fault tree analysis, delphi method and AHP_FE to assess and manage the 9-section of station’s front construction of the Daxi Passenger Railway, which can avoid the limitation and onesidedness of using a single analysis method.(3) The technical route and principle of setting up quality evaluation index system of the railway engineering project must be followed. On the basis of extensive investigation of the existing research results and the domestic and foreign relevant standards, combining the questionnaire survey of the design and construction units and collection, statistics and analysis of similar engineering, we can set up "universal set of possible index" applicable to quality evaluation of railway project, and propose the 4 levels index system framework of quality evaluation of railway engineering project including evaluation target by combining with fault tree analysis. Then make system completeness analysis, system level-depth analysis and system polymerization analysis according to this universal set. Through summarizing, restructuring and amending the primary index, we can establish the quality evaluation index system applicable to railway project considering the influencing factors from survey, design, construction and supervision.
