Global warming has become one of the hot topics, it has also become increasingly serious and will bring unimaginable results. At present the essential task is control the greenhouse gas emissions to slow down the progress of global warming. One third of carbon emissions are from building industry. To start controlling from building industry can achieve energy efficiency, reduce carbon dioxide, achieve low carbon and complete zero emission in running period. This article is aiming to establish carbon emission evaluation model, hence increase the awareness of low carbon for the government, developers, consumers and the whole society.Firstly, briefly analyse the international background of low-carbon, which can be found whenever the pressure of cut emissions from international, or from domestic environment of resource, low-carbon is burning issues need to be solved. Account lifecycle of carbon emission based on Monologue construction, then compare and analysis stages of carbon emission. Therefore, the largest carbon emissions comes results from operational and maintenance activities stages. Second, is physical stage, the design phase can be neglected, but for its effect of low-carbon building cannot be disregarded.Conclude the factors of effect for carbon emission according to carbon emission accounting model, based on the domestic and international evaluation model indicators, a questionnaire survey was then used to collect opinion from specialists and scholars based on importance of indicator. Through factor analysis, found the structure of index system from low-carbon evaluation model.Give every indicator evaluation maximum score, coordinate analysis hierarchy process and overall evaluation method build low carbon evaluation model, finally choose one existing projects to test evaluation model is practicalIn the end, brief analysis of the economical effects of low-carbon, investment in low-carbon building more costly during contraction, but it will have obvious return of investment in running period. The question is the investment and return is separated, which disturbs low-carbon development, so need to redirect resources from government.
