With people’s increased awareness of environmental protection, clean energy will be of great use. as its typical representative, electrical energy is inseparable from People’s daily production and life. As the core and the connection of the grid in transfer process, the progress of substation directly affects the development of the whole grid. with the constant changes of electronic equipment and communications equipment, the substation requires that the switching operation of equipments gradually becomes safe, reliable, simple and fast. Therefore, the programming operation of the substation has emerged at a historic moment.The programming operation is to solidify the switching operation steps into monitoring system of the substation, the operator can select the equipment status to make the "one-step" operation by the monitoring system, it can reduce or not need the manual operation to avoid some accidents caused by the wrong operation, and it can enhance the accuracy and security of the switching operation to further improve the efficiency of the switching operation. In the programming operation of the current substation, most of them take the single interval programming procedure as the basis to send orders in background monitoring system or protection measuring control devices, it makes continuous remote switching operation for relevant equipments by the transmission of intelligent terminal and communication network. Compared with the switching operation of the conventional substation, these operations can save some time, but its scope is small, it can’t realize the complex operation that cross the interval or the operation that need secondary protection devices, it still need the operator to operate on the scene. Aiming at this shortcoming, combined with the current technology and equipments, the article develops and researches the ability of the programming operation in the whole substation to combine the primary equipment with the protective device for the purpose of achieving "one-step" in place from the complex operation.According to current technology and standard, combined with the current practice of some sequential substations in Dalian, this subject uses the existing related electrical equipments and the operating system to research the programming operation system design in the whole substation, it also makes the unified layout for the operation of the primary equipment and secondary system to lay the foundation for the construction and restructuration of the intelligent substation in the future.
