ALaShan will seize the opportunity of building large-scale wind power plant in He Lanshan region to promote the related wind power industry. From it, Inner Mongolia can get the pilot or demonstration experience and basic technich in the exploration of renewable energy. He Lanshan region in ALaShan enjoys the exceptional advantage of wind energy resources, which has laid a solid foundation in the development of renewable energy, thus achieving aim of implementing the policy of scientific development and realizing the goal sustainable development.After the brief introduction of characteristic, project management organization structure, management process of Helanshan wind power base, the paper apply the management theory and countermeasure research method to put forward corresponding optimizing strategy and solution to the management problem resulting from the project applying, design, fund, human resource and the like in the construction of wind power base project. Later some supporting measures also will raised in accordance with wind project schedule, fund quality and human resource. At last, the paper suggests that project management organization and management system be set up to run the wind power base project. Some suitable but powerful measures should be taken to achieve the aim and realize the investment value in line with the character of wind power industry.
